The problem with a nuclear solution like that is that some sites use query parameters as actual query parameters. Like DuckDuckGo.
If BBC is to be believed, it’s been surviving as practically just a name until 2005, when it was acquired by an Indian entrepreneur and turned into a luxury goods seller.
Yahoo seems to corroborate that this is the company in question.

Does everything need to be federated? I don’t quite see the appeal of a ‘federated’ Wikipedia. It’s not really social-oriented and you can already export all the pages and rehost it yourself.
