Portugal has more than doubled its 2030 goals for installed capacity of solar energy and electrolysers to produce green hydrogen, as it aims to decommission natural gas-fired power plants by 2040 and possibly become carbon neutral by 2045.
Looking at the currently installed capacity and the goals this seems quite ambitious. But great that they try, it is definitely needed. However they probably also need to reform their feed-in tariff laws. Last time I checked the terms were not very favourable for small scale PV systems that you can install privately.
