Shell and BP are both British companies. Not a UK resident thou, but that is my best guess.
Shell is Dutch
Nope, last year they moved the headquarter from The Hague to London and rebranded from Royal Dutch Shell to just Shell. Back then then they used to be dual listed in the UK and Netherlands, but they moved all of that to the UK as well.
So no Shell is no longer Dutch.

As another comment mentioned, Shell is actually Dutch, though BP is British
However the banking industry is an enormous part of Britain’s economic, is highly influential in British politics, and has massive investments in fossil fuel companies internationally.
It’s also been a valuable wedge issue for the Conservative party to use for the last decade or so, which has had a big impact on the tone of discussion
Shell is fully listed in the UK and the headquarter is in London, since last year.
